    Your APPROPRIATIONS & FINANCE COMMITTEE, to whom has been referred

 

SENATE FINANCE COMMITTEE SUBSTITUTE

FOR SENATE BILL 241, as amended

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 2, line 25 and page 3, line 1, strike "one billion dollars ($1,000,000,000)" and insert in lieu thereof "seven hundred million dollars ($700,000,000)".

 

     2. On page 10, line 21, before "implement", insert "develop and".

 

     3. On page 11, line 5, before "implement", insert "develop and".

 

     4. On page 13, line 8, after the period, insert:

 

"The department shall report to the legislative health and human services committee and the legislative finance committee biannually regarding waitlist implementation, including the number of children added to the waitlist by month and the number of children moved off of the waitlist by month. The reports shall include redacted demographic information, including each family’s annual income as a percentage of the federal poverty level, the length of time each child has been on the waitlist, the age of the child and the child’s at-risk factors, if applicable.".

 

     5. On page 14, line 7, strike ", including copayments,".

 

     6. On page 15, lines 3 and 4, strike "teachers and other staff" and insert in lieu thereof "tribal representatives, advocacy organizations, teachers and other relevant parties as determined by the department".

 

     7. On page 16, line 24, before "professional", insert "daily hours of operation, days of care provided annually," and after "members", insert ", including staff members' roles and levels as established in the department's wage scale and career ladder framework".

 

     8. On page 18, between lines 17 and 18, insert:

 

          "E. Funds received by a child care facility for services provided by the facility pursuant to the child care assistance program shall not supplant funds pursuant to the state equalization guarantee distribution or funds appropriated for instructional or general funding.".

 

     9. Reletter the succeeding subsection accordingly.

 

     10. On page 19, line 8, strike "includes" and insert in lieu thereof "may include".

 

     11. On page 19, line 9, strike "and" and insert in lieu thereof a comma, before "child", insert "and tribal" and strike the semicolon and the remainder of the line, strike line 10 and strike line 11 up to the period.

 

     12. On page 20, line 14, after "participation", insert "by child care facility type".

 

     13. On page 20, line 18, after "state", insert a comma and "participation in the child and adult care food program by child care facility type".

 

     14. On page 20, line 19, strike "Subsection A of Section 6 of that act" and insert in lieu thereof "Paragraphs (7) and (8) of Subsection A of Section 7 of that act".
